Dear Members of the Selangor Bar,

Please take note that e-filing has already commenced in the KL Magistrate Court (Civil), KL Sessions Court (Civil) and KL High Court (Civil / Commercial / Family / Bankruptcy / RKKK). This system applies to all new cases (except criminal cases) which commenced on or after 1st March 2011. Therefore all cause papers in relation to new cases must be filed using the e-filing system.

Cause papers with regards cases which commenced before 1st March 2011 will continue to be filed under the manual filing system, though these manual filing counters have now moved to different locations. The manual filing counters are now located as follows:

High Court (Commercial)-Level 2(Right Wing)
High Court (Civil)-Level 1(Left Wing)
High Court (Bankruptcy)-Level 2 (Right Wing)
High Court (Family)-Level 2 (Right Wing)
High Court (RKKK)-Level 2(Left Wing)
Subordinate Courts-Counter 12 Level 1

E-filing provides two options for filing of cause papers.

The first option is to subscribe and utilise the e-filing portal. This option enables members to do online filing from the office. Members need to ensure that their computers are equipped with the relevant software, purchase a Digital Certificate for the firm (Organisation Certificate -RM1,500.00 every 2 years) and an Individual ID for the lawyer (Roaming ID-RM50.00 every year) as well as ensure that the firm has internet banking facilities.

To use the e-filing portal, members are advised to visit the website http://efiling.kehakiman.gov.my and view the step by step guide at the 'Getting Started' section. The website further explains in detail the PC requirements and carries the application forms for the Certificate and ID.

The second option is to bring the cause paper (either in hard copy or soft copy) to the Service Bureau set up in Court, where the cause paper can be scanned/downloaded and filed electronically by the court staff at the court registry. There will be no charges for using the Service Bureau for the first three months.

The Service Bureau currently has 10 counters for the High Court and 13 counters for the Subordinate Courts.

For more information on both e-filing options, members are advised to attend the briefings held every Tuesdays and Thursdays at 3.00pm and 4.00pm respectively. The briefings will be held in Bilik Anggerik, Level 6 of the KL Court Complex. There is also a Helpline (03-6209 4234) and an enquiry counter at the Service Bureau located on the ground floor of the Court Complex.

There remain many issues regarding the implementation of the e-filing system which require being resolved including the costs of purchasing the Digital Certificates, sufficiency of counters available in the Service Bureau and authorisation for internet banking for law firm accounts. We will continue to address these issues together with the Bar Council and the KL Bar Committee and revert with updates regularly.

We have been informed that e-filing will be implemented in the Shah Alam Courts very soon.
