SBC/CIR/068/2018
13th July, 2018

Dear members of the Bar,

The Selangor Bar Committee (SBC) wish to bring to the attention of all members of the bar that the lack of parking at Mahkamah Kompleks Shah Alam (MKSA) has been a perennial issue for a number of years affecting both lawyers and the public alike.

The parking at the basement of the MKSA and a number of parking bays on the left and right of the MKSA had been allocated to lawyers since our circular number SBC/CIR/013/2017 which was issued on 16th March, 2017.

Further vide circular number SBC/CIR/015/2017, with effect from 27th Match 2017:

a. Road side parking is only allowed on Jalan Persiaran Pegawai from 8.00 am to 11.00 am (Mondays to Fridays);
b. Cars are only allowed to be parked on the left and right shoulder of that road only;
c. No double parking;
d. No parking on the bicycle lanes;
e. No parking at the corners along the said road; and
f. No parking on the kerb

Please see the attached map which can be accessed here.

On 9th July, 2018, 3 cars that were parked at the kerb side leading to the back entrance of the 'Bangunan Setiausaha Kerajaan Negeri Selangor' (SUK) were summoned and towed by Majlis Bandaraya Shah Alam (MBSA). Again on 11th July, 2018, no less than half a dozen cars were summoned and towed by MBSA at the slip road exiting the SUK building and leading all the up to the corner heading towards to the main entrance of MKSA. These are not approved parking areas as per the above attached map.

Nevertheless, the SBC taking a proactive role to assist members who were affected, sent our staff to the MBSA Depot to help the process of securing of the release of the cars that were towed and stored there.

At the same time, on 11th July, 2018 a letter was despatched by hand to the office of the Menteri Besar of Selangor seeking an urgent meeting and the intervention of the Menteri Besar when all previous efforts to have meetings with the MBSA and the Mayor of the Shah Alam office failed to elicit any response.

The SBC is now awaiting an invitation from the MB's office for an urgent meeting on the matter.

We shall keep the members of the Malaysian Bar appraised in due course.

Thank you,

A.G. Kalidas
Chairman
Selangor Bar Committee
